In 1989, Thomas Neve purchased a used van and started a homeless mobile outreach program which provided hot meals, clothing, health aids and referrals to shelters and programs. He accomplished this service task daily at the end of his work day from the City of New York. The following year he rented a small storefront space for stock and operation of the program. Reaching-Out Community Services, Inc. (RCS) was founded and incorporated in 1992.It was then that the journey began as an official 501(c) (3) volunteer non-profit organization. At this time, the emergency food program was established for low-income individuals and families.
